Interoperable standards regarding distribution rules and access protocols should be developed.

EHRcom and MML feature "distribution rules". These are rules which specify the circumstances in which the EHR content may be communicated. Distribution rules differ from access control specifications as they are part of the EHR content, not part of an EHR access protocol. Currently, the implementation of an EHR system has to be designed in such a way that distribution rules are executed or mapped to an EHR access protocol. All of these protocols can certainly be enriched with security features for encryption, user credentials and access control, but such security applications will only be interoperable among different implementations if they are standardized. Since the EHRcom protocol is not specified yet, its security features cannot be assessed.

About RIDE Project

RIDE is a roadmap project for interoperability of eHealth systems leading to recommendations for actions and to preparatory actions at the European level. This roadmap will prepare the ground for future actions as envisioned in the action plan of the eHealth Communication COM 356 by coordinating various efforts on eHealth interoperability in member states and the associated states. Since it is not realistic to expect to have a single universally accepted clinical data model that will be adhered to all over the Europe and that the clinical practice, terminology systems and EHR systems are all a long way from such a complete harmonization; the RIDE project address the interoperability of eHealth systems with special emphasis on semantic interoperability.
